Item Group Substitution	Fixed an issue that caused the Allow fulfillment decrease toggle to always be editable. Fixed an issue with the Always substitute setting that prevented the item being substituted from being evaluated during substitution.
Transfer Orders	Fixed an issue that caused a transfer order reservation to ignore pre-allocations.
